Changes to the Master Hand Knitting Program 

Your TKGA transition team is hard at work reorganizing and updating TKGA as we get closer to our takeover date of October 31, 2016. There are some financial realities that we must address as we move forward to keep the Master Hand Knitting Program alive. 
We have spent much time over the past several months deciding on a track that will best work for all participants enrolled now and in the future. The price of the program covers postage and administrative costs for the program, but all the reviewers are volunteers. In order for this program to best serve everyone it cannot stagnate but must constantly expand and improve through procurement and application of knitting knowledge. This is how we maintain the high standards that have come to be associated with the MHK program. 
The TKGA Inaugural Board and the MHK Committee have had to make some hard decisions on policies affecting the MHK program so that the program will continue to exist and can grow.
Beginning November 1, 2016, the following policy will go into effect for all submissions received on or after November 1, 2016:
The price paid for the program will cover the mailing of the submission box between the reviewers and two return boxes to the submitter. This means only one resubmission will be covered by the purchase price. For any subsequent resubmissions, all return costs will be the responsibility of the submitter. Self-addressed stamped envelopes or the inclusion of stamps to cover the cost of the return will be used. The Co-Chair will direct the participant on how to handle this.
For participants who have submitted before November 1, 2016, specifically those candidates who are currently in the review process either waiting for their initial submission to be returned or working on resubmitted items:
All policies of the past will remain in effect as far as payment on box returns. All costs for returning resubmission boxes will be covered. However, submitters may volunteer to pay for second or more return boxes to help defray costs to the MHK program.
The following policy will go into effect November 1, 2016, for all new MHK Level purchases made on or after November 1, 2016:   
There will be time limits applied to all levels purchased on or after November 1, 2016. Once purchased, the initial set of directions downloaded will be good for the entire time limit; there will be no need to update as long as the participant works within the prescribed time limit.  

We recognize that not everyone can work within these time limits. If the participant exceeds the time limit, he/she will have to obtain the latest version of the directions and work to those. There will be a nominal fee of $8 for downloading updates, and an extension fee of $20 will be charged upon submission to cover additional expenses incurred.*
Time limits will be the following:
Level 1: 12 months (1 year)

Level 2: 18 months  (1.5 years)

Level 3: 24 months  (2 years)

The following policy will go into effect November 1, 2016, for all participants who have purchased and are currently working on a level but have not submitted by November 1, 2016:
For participants who ordered and received their set of directions before November 1, 2016, but have not submitted, the above time limits will begin on November 1, 2016. These participants will have the same time limits above to submit using the 5/10/2016 set of directions. If the participant exceeds the time limit, he/she will have to obtain the newest version of the directions and work to those. There will be a nominal fee for downloading updates and an extension fee of $20 will be charged upon submission to cover additional expenses incurred.*
There is a small window of participants working on the 2014 directions who are within their 1-year limit. As long as those participants submit within the 1 year of receiving the 2014 directions, they may submit using those directions.
It is also important for participants to work on resubmitted items in a reasonable amount of time. Co-Chairs will be working more closely with submitters to insure they work in a timely manner.
